Street closings OK'd for Halloween parties

Vaughn Drive between West Street and Central Avenue, and from Broadway to Elm Street will be closed for the city's Halloween parties on Wednesday, Oct. 31.
The streets will be closed at 3 p.m. The parties will be from 6:30 to 8:30 p.m.
Red, White and Boo! for children will be in front of Bicentennial Park. New this year, Red, White and Boogie for teenagers will be in front of Crystal Beach.
The Board of Works approved the closings Monday.
Also at the meeting, building inspector Mark Johnson was asked for an update on the Elks building, 420 West St., which was gutted by fire six years ago.
Johnson said he had received a voice mail message from owner Carolyn Barr and did not intend to return the call.
He said the message was that water was getting into the basement of the building, and Barr asked him to check the flow of water from the neighbors.
"Without a roof, without windows or a door, I would think you would get water in the basement," Johnson said.
