Carroll flags at half-mast in honor of McDowell, Tharp

Carroll County Judge-Executive Harold "Shorty" Tomlinson issued an executive order earlier in the week ordering that all flags in the county be flown at half-mast to honor two local citizens.
Tomlinson gave the order to honor Kenneth McDowell, who served as County Judge Pro-Tem from 1968 to 1969 and Randall Tharp for his service as a fire fighter, fire chief and E911 supervisor for the city of Carrollton from 1978 to 2011.
Flags should be returned to their regular position today at 3 p.m.
