Carrollton considers change to new employee probation period

Carrollton City Council members discussed an amendment to the new city employees' probation period ordinance before its first reading during a meeting Monday.
Because of the changes coming to retirement in the new year, council members discussed reducing the probation period for new city employees to four months. The city currently has a six-month probation period for new employees.
The change would allow four of the city's new employees to be on the old retirement plan instead of the new plan that goes into effect in the new year. The change in probation period would cost the city two additional months in retirement benefits in the future.
Councilwoman Ann Deatherage asked whether the ordinance would set precedence for future instances.
City Attorney G. Edward James said precedence wouldn't be set, as long as the council didn't reverse the decision after the first of the year without good cause. Still, if the council finds there is significant reason to reverse or change the probation period, another ordinance could be approved.
"If we see the four months aren't working, we can change it back to six months or eight months," Councilman Mike Gordon said.
The council heard the first reading on the new ordinance and passed the motion with a vote of 4-2. Councilwomen Ann Deatherage and Tammy McBurney voted against the measure.
A second reading will be held at the next city council meeting.
Also during the meeting, Mayor Gene McMurry updated the council on a milling and paving project on Court and Fifth streets. The project was not held up by weather, and the project was completed within the two-day window.
Crews milled the streets Friday and paved them Monday. Crews also striped the streets Monday to make sure the roads would be open to traffic today, McMurry said.
In other business:
Council members unanimously approved the second reading of an ordinance to allow the public to use the Carrollton Utilities' Compressed Natural Gas station.
The public will be charged rates will be based on the company's prices for the product.
Council members unanimously approved the Enterprise Incentive Program funding for Maguana's Unique Décor and Gifts. The EIP grant for the façade and awning totaled $2,969.01.
Dennis Webster submitted his letter of intent to retire from the city's Department of Public Works. Webster's retirement will take effect on Nov. 29. Council members accepted his retirement with best wishes.
