Digging hasn't started on Audubon drainage project

Crews have yet to begin excavating for a drainage overhaul at the Audubon Park housing division, Colby King, of North Vernon design firm FPBH Inc., reported to the Board of Commissioners on Friday morning.
King said construction crews likely will not place any storm drains for at least another three weeks. In the meantime, they will continue working to locate utilities lines in the area.
Sedam Contracting of Hanover has been contracted for the project, which is being funded mostly through a federal grant. Substantial completion of the project is set for February 2014.
As part of the project, crews will repair driveways as they stood before the work began. In other business:
The board unanimously adopted a resolution that will set up a procedure for complaints - internally or externally - regarding the Americans with Disabilities Act. The main concern would be building access, said county attorney Wil Goering.
Carol Dozier, president CEO of King's Daughters' Hospital, asked the board to assist in the development of the hospital's new strategic plan, which will begin taking shape Sept. 18.
Dozier said the hospital needs to develop a short-term plan to address Affordable Care Act changes and recent sequester cuts.
The commissioners unanimously approved a change order for a bridge in Springdale Cemetery. The work includes painting the guardrail and providing additional weatherproofing and will come at no cost to the county.
Commissioner Mark Cash reported that Jefferson County Emergency Managment Director Dave Bell again had the highest assessment rating in the state among other emergency managment directors. The Indiana Department of Homeland Security evaluates each county EMA director annually and uses the score to determine salary reimbursement.
