MCS board votes for project referendum

Madison Consolidated Schools board members voted unanimously Wednesday to place a $40 million building referendum on the May election ballot.
The project, which would renovate Anderson Elementary School and Madison Consolidated High School and possibly repurpose E.O. Muncie Elementary School, was recommend to the school board in December by a building project task force made up of community members.
Bob Canida, a task force member, addressed the board during a preliminary determination hearing called by the board Wednesday.
"Everything was bounced around a lot of different ways," he said. "But we collectively thought this was a very good plan."
Improvements at Anderson include the addition of a classroom wing, a main office area, a renovated media center and expanded cafeteria.
Renovations at the high school include construction of a gymnasium, converting the old gymnasium into a performing arts center for music and theater space, renovating the school's "A" wing, the addition of classroom wings that would include a technology center, a centralized media center, new entryways, a renovated main office area and a main entrance on Clifty Drive.
"This is really what the referendum process will allow ... a community coming forward to say, 'This is what we want to do. We want to support this project,' or 'we don't want to support this project,'" Superintendent Ginger Studebaker-Bolinger said.
Also at the meeting, board members elected officers for 2014.
The board opted to keep the current officers in the position they held in 2013. Todd Bass remains board president, Carl Glessing remains vice president, and Linda laCour remains secretary.
Joyce Imel said it is customary for each board member to move up and allow the president to step down.
"I believe at such a time, it would be wise for us to continue with the officers we have now," Joyce Imel said.
The board also assigned members to committees. The only change from 2013 appointments is Lee Ann Imel replacing Bass on the technology communication committee.
The 2014 meeting schedule was also approved. The board will keep the same schedule as previous years, meeting the second Wednesday of the month at 6:30 p.m.
In other business, the board:
Approved a 2014-2015 school calendar, as well as a tentative 2015-2016 calendar. Bolinger said the goal was to make the calendar as balanced as possible. Next school year will begin Aug. 4. Fall break will be from Oct. 8 to Oct. 17, with several days of school remediation planned for students who require it.
Winter break is scheduled from Dec. 22 to Jan. 5. Spring break is from March 23 to March 27 and school ends June 2.
Lisa Cutshall, director of eLearning, said a poll was placed on the schools website asking parents for input on the calendar. Cutshall said parents voted "overwhelmingly" to have snow make-up days built into the school calendar. The school has make-up dates added into breaks, along with five days from March 16-20 for snow make-up days.
Approved resolutions to transfer appropriations to the transportation fund, general fund, capital projects fund and the 2014 general fund.
Approved the 2014-2015 course curriculum guide.
Bolinger said the guide was subject to change by the state, but wanted to have the guide approved for planning purposes.
