Civil War Roundtable: Will be held at 7 p.m. at the Lanier Mansion/Madison Visitors Center, 601 W. First St. Learn about the only change in the map of the United States caused by the Civil War, the creation of the state of West Virginia in 1863. Light refreshments will be served. West Virginia: Born of the Civil War. Learn about the only change in the map of the U.S. caused by the Civil War, the creation of the State of West Virginia in 1863. Gerry Reilly, site manager of the Lanier Mansion State Historic Site and former director of West Virginia Independence Hall, will explore the importance of the West Virginia’s secession from the state of Virginia to the outcome of the Civil War, some early battles, the many legal questions about the constitutionality of the state’s birth (which is still controversial today) and why Lincoln decided to finally sign the statehood bill.
