The Carroll County Grand Jury has indicted a Carrollton man on a charge of murder after police say he caused a vehicle accident that resulted in the death of a local man.
Melvin Randall Snow, 53, of Ghent, was indicted on charges of murder, criminal mischief and operating a motor vehicle under the influence.
Last month, Snow was on U.S. 42 heading to his home at 1170 Sharon Road when he drove his Ford 250 truck onto a portion of the road that had uneven pavement. While driving on the uneven pavement, Snow hit two orange barrels, overcorrected his vehicle and traveled into the westbound lane where Hector Garcia Arteaga, 31, of Carrollton was driving, the police report said.
Snow's vehicle slid across Arteaga's silver 2001 Mitsubishi Eclipse, causing both vehicles to flip. Snow's vehicle landed on a top of Arteaga's car. Both vehicles stopped on the north side of a culvert, near Growers Tobacco Warehouse in Carrollton.
Before emergency vehicles reached the accident scene, bystanders pushed the truck off Arteaga's vehicle. Arteaga was still inside his vehicle, and Snow was able to get out of his truck with a cut to his leg, the report said.
Police officers, who arrived within four minutes of the emergency call, found Snow sitting on the side of the road.
However, Arteaga died at the scene of the accident. The Kentucky Medical Examiner's Office in Louisville listed Arteaga's cause of death as asphyxiation.
When police took Snow to the Carroll County Memorial Hospital for treatment for his injuries, Snow refused a blood-alcohol test, the police report said.
If convicted, Snow faces up to 50 years in prison and a fine of up to $10,000. He is scheduled to appear in court for a review at 8:30 a.m. Nov. 26 in the Carroll County Circuit Court. A jury trial is scheduled to start at 8:30 a.m. Dec. 4.
