City workers removed the fence around the former Elks building and filled holes in the sidewalk in front of the building on Friday. In August, Carolyn Barr, owner of the building, requested a sidewalk closing from Madison's Board of Public Works and Safety so that scaffolding could be set up to do exterior renovations to the building. The city agreed to allow the fence to remain until Sept. 26. Mayor Damon Welch on Friday said that the city felt the fence needed to be removed as a safety issue with increased traffic this weekend from the Chautauqua Festival of Art and Old Court Days. Barr will need to make a new request to the city to get the fence put back up. (Staff photos by Ken Ritchie/
