A homeless man has been charged with sexual battery and public intoxication after he allegedly grabbed a woman at a city-owned restroom in Madison on Tuesday.

According to court records, William E. Dulin Jr., 53, listed as homeless, was charged with a sexual battery, a Level 6 felony, and public intoxication, a Class B misdemeanor, in connection with an alleged assault at the Bicentennial Park restroom at the corner of West Street and Vaughn Drive.

In a case investigated by Madison Police Officer Brittany Tate, the woman told police that while using the restroom facilities a man grabbed her arm, yanked on it and then grabbed her breast. He then also grabbed the area of his crotch and asking if she “wanted to play a game.”

The woman identified Dulin, who was found lying shirtless in his large cart containing his belongings about 75 feet away, as her attacker.

Dulin was arrested and taken to the Jefferson County Jail. He tested .075 on the jail’s intoximeter device and was jailed.
